The chargeback happens on yearly basis and will be applied to the SpeedType or Chartstring provided by the Developer in the Tableau LARF

Yes, you can convert existing department license to enterprise license. Please refer following link for the instructions
5. Do Tableau Developer publish Workbooks and Data Sources to Tableau Server Production Site?
Tableau Developer is not allowed to publish any content to Tableau Server Production Site.

Tableau Interactor or Viewer is not authorized to access Citrix Tableau Environment. This environment is only accessible to authorized Tableau Developers.
